Talk to Atlance (272,695,0) who is in a house near the temple of Stonecrest.
You must be at least level 100 and then provide 1 Red Spellbook, 1 Ring of pure faith, 1 Blank Magical Tome, 1 Gem Of The Immortal, 1 Jade Ring Of Sorcery, 1 Blade Of Heroism, 1 Finely crafted drum and 2 000 000 gold.
You receive the Key of Artherk and have access to The Oracle.

You still have the option of doing the original access quests from The Fourth Coming, they have been simplified slightly.
